An Hour in the Room with Clare Kiesewetter, ED, Office for Water Security

Learn Success from the Successful.

There are courses available to learn to reconcile budgets or write ministerial, but how do you gain access to leadership knowledge and experience held by senior executive staff within the public sector?

As demands increase, it becomes more difficult for senior executive staff to have constructive conversations with the next group of ambitious leaders. Then when it is time for these staff to move on or retire, organisations are seeing a huge amount of organisational knowledge disappears.

The Hour in the Room series seeks to fill this gap by providing a forum for public sector staff to meet with senior executives and develop this type of knowledge. With a limited number of participants, the forums are confidential, interactive and flexible to focus on the ideas most relevant to those in the room.

Each forum offers the opportunity to have a facilitated conversation with a senior executive who would usually not be available to them in an environment not possible within the workplace.

Clare Kiesewetter has spent 15 years working in the South Australian public sector, holding key positions within various departments including Executive Director, Science and information, DEH, Executive Director, Office of the CEO, DEH and her current role as Executive Director, Major Projects and Infrastructure in the Office for Water Security. During this time Clare has successfully juggled her career with family life and raising twin boys.

Update Session: South Australian State Reform Agenda

The Senior Management Council would like to invite you to attend an update session on the South Australian State Reform Agenda.

Five policy priorities and five policy enablers make up the State Reform Agenda:

The Public Sector Performance Commission presents a special event for SA Executive Service members in partnership with IPAA:

An Address by the Premier, the Hon Mike Rann, MP
followed by a panel discussion on:
“Influencing the National Agenda - Interacting with the Commonwealth”


The panel will be chaired by Professor Jennifer Westacott, senior partner of KPMG, Chair of the Public Sector Performance Commission Advisory Board and Dr Paul Grimes, Associate Secretary (Domestic Policy) and speakers will include:

  • Mr Chris Eccles, Chief Executive Department of the Premier and Cabinet
  • Mr Chris Robinson, Chief Executive of the Department of Education and Children’s Services.

Notwithstanding the present global economic turmoil and uncertainty, South Australia’s future looks bright. To make the most of these good prospects for strong and sustained economic growth, South Australia will need a high performing state public sector and an integrated collaborative partnership with the Commonwealth.

This forum is a unique opportunity for SAES members to enhance their knowledge and gain key insights from an expert panel of speakers on the increasingly important topic of Commonwealth-State relations. This discussion will include an overview and analysis of the role of the Council of Australian Governments, Council for the Australian Federation, Commonwealth-State financial relations and the Commonwealth Grants Commission.

This event is one not to be missed for members of the South Australian Executive Service. The Public Sector Performance Commission is covering the costs for this event; therefore there is no fee to agencies or SA Executive Service members.

An IPAA On The Couch event

As new face in our public sector, Chris Eccles has certainly made a big impression since his appointment as Chief Executive of the Department of the Premier and Cabinet in February this year.

Making the move from Victoria where he held the positions of Deputy Secretary of the National Reform and Climate Change Group, and Deputy Secretary of the Sector Improvement Group at the Victorian DPC, Chris is now responsible for the whole of government strategic direction of policy development and chairs the Senior Management Council meeting each fortnight. Chris brings extensive experience from the Public and Private sectors and holds a Bachelor of Arts and a Bachelor of Laws from the Australian National University.

So what is the story behind this man from Victoria? Join us On the Couch with Chris Eccles to hear the ‘behind the scenes’ of the new kid on the block.

Don Dunstan Oration with Terry Moran: How the Public Sector needs to change more

Reforming and reinvigorating the Australian Public Service is a priority of this Government, and it is a central priority of mine ……

As Premier of South Australia, Don Dunstan set new directions for public administration that had far-reaching national impacts. Shortly before his death in 1998, he entrusted to IPAA, as the key advocate for effective public administration, the honour of carriage of the Don Dunstan Oration on Public Administration, and was in fact its first orator.

At the 2009 Don Dunstan Oration, Secretary of the Department of the Prime Minister and Cabinet, Terry Moran will speak on the challenges of public service reform for all government jurisdictions, outlining the need to respond quickly to government demands by working collaboratively across department and focusing on the outcomes and not the processes.

Mr Moran was appointed to the position of Secretary, Department of the Prime Minister and Cabinet in February 2008. Prior to this Terry held a string of senior positions across State and Federal Government including
• Secretary of the Victorian Department of Premier and Cabinet
• Director-General of Education Queensland
• Chief Executive Officer of the Australian National Training Authority
• Chief Executive of the Office of the State Training Board (Vic)

Through his career he has made outstanding contributions to public sector leadership in key policy areas and program implementation, including his contribution to the field of technical and further education at both state and national levels.

In 2006 Mr Moran’s contributions where recognised when he was made an Officer of the Order of Australia.

The 2009 Don Dunstan Oration is a rare opportunity to hear the most senior Public Servant in Australia comment on the nature of the contemporary Public Service, how it is changing, and how it needs to change more.

SA Infrastructure Review

Join Australian and International Infrastructure leaders as they provide an in-depth overview and analysis of South Australia's infrastructure agenda, within the context of the Government's recently released 30 Year Planning Blueprint.

As South Australia embarks on one of its most ambitious infrastructure programs in the State's history, CEDA invites members and guests to the key infrastructure event in SA for 2009.

The State Government will invest over $2 billion within the next decade in transport infrastructure alone (not to mention key social infrastructure projects such as the new Royal Adelaide Hospital and the Desalination Plant) to make Adelaide one of Australia's most liveable and sustainable cities.

Within this backdrop, and with the creation of Infrastructure Australia and overlayed with the lingering impacts to investment markets of the Global Financial Crisis, the key issues of project coordination and delivery, securing project financing and the national infrastructure agenda become even more critical.

Once again, CEDA will lead debate and analysis from key infrastructure stakeholders on the issues, challenges and opportunities facing South Australia as we embark on this massive infrastructure investment agenda.

CEDA's 2009 Infrastructure event is a unique opportunity to gain first hand understanding of the current status of South Australia's infrastructure agenda and how it will roll out over the next decade and beyond.

On the Couch with Mal Hyde, Commissioner of Police
An IPAA On The Couch event

Commissioner of Police, Mal Hyde joins IPAA as our next guest On The Couch to discuss what is really important to him personally and professionally and why he feels so compelled to reform and improve the criminal law for all South Australians. This is a rare opportunity to discuss candidly the life, passion and struggles of a man whose influence shapes criminal law and impacts our everyday lives more broadly then we think.

Mal leads a department of over 5,000 employees to maintain order as criminal activities evolve, change shape and become increasingly sophisticated. Throw into the mix community expectation of continued law reform and debate over the role of the criminal legal system in rehabilitation, and we are sure to hear some lively discussion.

Mal took on the role of Commissioner of Police in early 1997 and has held his ground firmly on strong and decisive action on issues such as car hoons, bikie gangs, violent robberies and illicit drugs. The result has been a broad reduction in victim reported crimes and higher then national average confidence in the SA Police.

Government’s Social Responsibility with Tim Costello and Jeff Tate

IPAA is proud to be hosting a breakfast featuring Tim Costello and Jeff Tate, on the topic of social justice, social inclusion and strengthening communities in the context of the recent global financial crisis.

Tim Costello, CEO World Vision Australia
Tim Costello is one of Australia’s leading voices on social justice issues. He's taken a prominent role in national debates on issues such as gambling, urban poverty, homelessness, reconciliation and substance abuse.

In April 2008 Tim chaired the Strengthening Communities, Supporting Families and Social Inclusion Committee of the Australian Government’s 2020 Summit in Canberra which has helped to shape the federal government’s approach to tackling social issues.

A graduate of law and education, and holding a Masters degree in Theology, Tim is now the Chief Executive of World Vision Australia where he is instrumental in keeping the issues surrounding global poverty on the national agenda. Tim’s passion for alleviating the suffering of poor communities in the developing world has been demonstrated through his activism and leadership in generating more than $100 million in relief funds following the 2004 tsunami, and as a leading figure of the Make Poverty History campaign.

In 2004, Tim was named Victorian of the Year; in June 2005 he was made an Officer of the Order of Australia (AO); and in 2006 he was named Victorian Australian of the Year.

Jeff Tate, CEO City of Onkaparinga
Jeff Tate is the CEO of the City of Onkaparinga, and will provide a local focus to the impact of the GFC on our local communities. Jeff has been a long standing Member of the Council, sits on the State Executive Committee of the Local Government Association and has extensive experience in public sector management with a strong focus on developing local communities in a sustainable manner.

The Public Sector Challenge: Service Delivery in a Downturn

Despite narrowly avoiding a technical recession, the National and State economies are still facing an uncertain future. While Department funding levels are not rising, demand on public services stemming from rising unemployment is increasing. This is accompanied by an expectation that it is the State’s responsibility to maintain service levels in a downturn without increasing taxes.

The practical effect of this is the Public Service has to do more, with less. The Hon. Jay Weatherill MP and Chris Eccles will be IPAA’s guests to discuss how the Public Sector can work smarter, not harder; how we can continue to deliver high quality service in a period of downturn and the importance of team culture and staff morale in doing this.

As the Minister Assisting the Premier in Cabinet Business and Public Sector Management, the Minister’s presentation is aimed across all levels of the Public Sector with a continuing interest in supporting the South Australian community through this downturn and into recovery.

An IPAA On The Couch event

South Australia is still in the midst of a horrendous drought. Water and its conservation are critical issues facing the state and in particular SA Water.

After previous roles of Deputy Chief Executive of the Department of Administrative and Information Services, and Chief Executive of Services SA, Anne Howe stepped into the position of Chief Executive of SA Water in 2000, backed by considerable experience in developing partnerships between the public and private sectors.

Anne brings an interesting perspective to a role within a highly scrutinised public utility as one of only a handful of female Chief Executives, previous President of IPAA and grandmother of two.

IPAA welcomes Anne as our next guest On The Couch. Join us as Master of Ceremonies, Stephen Halliday sits down with His Excellency the Governor to explore the philosophies and perspectives on life that saw a young lad from Salisbury become a distinguished military and public leader, avid wine collector and self-confessed golfing fanatic.

Employer of Choice Luncheon

The term “Employer of Choice” has typically been associated with recruitment and strategies to retain staff. In an environment of strong competition for skilled labour over the past 5 years this concept has developed to include other critical visions for employer of choice such as company reputation, family friendly work policies, employment awards and conditions and social and community practice.

In the current global financial crisis, many employers are reviewing their workforce requirements, but retention programs will become even more important, skill shortages in critical areas still continue and our workforce continues to grow older. Employers still face the challenges of future demographic changes in labour supply and a current workforce attempting to balance work and other life responsibilities.

This Employer Luncheon will address how employers can respond to the current environment and position themselves for the future with a committed and productive labour force through best practice employment policies.

2008 Public Sector Conference;The Ripple Effect

IPAA SA brought you “The Ripple Effect”; a conference aimied to inform, guide and inspire thinking to the future and identify future trends and impacts on the SA public service and beyond. Dr Simon Longstaff delivered the Don Dunstan Oration and official opening of the Conference. The conference addressed questions from a global, federal and state perspective.

WIN WIN version 2, was a hugely successful workshop closely focused on attracting, retaining and managing younger generations. In the first half of the workshop Erma Ranieri presented strategic solutions to attracting and retaining Generation X, Y and Dot Com to the Public Sector.The second half focused on recent research, with some case studies to consider, presented by Locher HR.

International innovation and competition expert, Dan Pink, was in Adelaide for a half-day seminar. He focused on how right-brain thinking can better lead to innovation and positive change when harnessed effectively. For the public sector, this means more meaningful and efficient reforms and better services for citizens.

Workforce Planning Workshop Series for Practitioners

As promised in 2007, IPAA is proud to bring you a practical workshop series to help organisations and individuals in preparing workforce plans.

This is a step-by-step program designed to guide you through the critical steps of investigation, gathering and interpreting data, developing strategies and presenting the business case to senior executives. It is based on the new Standards Australia guide to Workforce Planning and is presented by the standards’ major contributor, Julie Sloan.
Sessions will be short and run under the Chatham House Rule to encourage the free sharing of information and problems. There will be some homework and investigation expected between sessions.

This is a unique opportunity for HR practitioners and Managers to be coached by an expert through the process of workforce planning.

IPAA and the Don Dunstan Foundation were proud to host this special event presenting the findings of a report into the reality and challenges of aboriginal employment in the SA public sector. Associate Professor John Spoehr and Dr Kate Barnett presented the report’s findings. An expert panel of practitioners and aboriginal public sector employees shared their experiences.

High Impact - Women in Leadership

The South Australian Strategic plan outlines an ambitious target for 50% of all executive and board positions to be held by women by the year 2014. This highly interactive forum asked IPAA members for their comment and contribution to this dilemma, and commenced an open discourse around the perceived opportunities and barriers to senior women in the SA Public Sector.

The Guest Speaker, Cheryl Davenport is from the Western Australian Department of Health and is the Chair of the State Health Advisory Committee on Work Life Balance.

Rex Wild QC presents the topic “COERCIVE RECONCILIATION” for the inaugural Catherine Helen Spence Oration for the wellbeing of children. Rex was co-chair of the Inquiry into the Protection of Aboriginal Children from Sexual Abuse, and co-author of the Little Children are Sacred Report. This presentation will look at events in response to the report, in light of what the Inquiry learnt and the report’s recommendations.
